Possono sporgere denuncia al Mediatore europeo i cittadini di uno Stato membro dell'Unione europea e le persone residenti in uno Stato membro. Possono anche sporgere denuncia al Mediatore le imprese, le associazioni e altri soggetti che abbiano sede nell'Unione europea.

Emily O'Reilly è stata Difensore civico d'Irlanda e Commissario nazionale irlandese all'informazione (2003-2013), redattrice politica vincitrice di vari riconoscimenti, giornalista televisiva ed autrice.
