The EESC Youth Group launched the EU Youth Test, an initiative aimed at integrating youth perspectives into EU policymaking. The project assesses how proposed EU policies affect young people and future generations, ensuring that their concerns are taken into account in areas such as climate policy, digital transition, and employment. Through this initiative, the EESC promotes intergenerational fairness, meaningful participation, and inclusive governance, setting an example of how institutions can engage young people in shaping Europe’s future.

02. Raising EU staff awareness about how to manage data breaches

The European Data Protection Supervisor (EDPS) organised two exercises to raise awareness among EU staff on how to manage data breaches. Developed in partnership with the European Union Agency for Cybersecurity (ENISA), the exercises brought together six EU institutions to test their readiness and raise awareness of the risks of cybersecurity incidents. The overall aim is to increase citizens' trust and protect their personal data, reinforcing the EU's commitment to transparency, accountability, and fundamental rights. The exercises are known as PATRICIA - Personal dATa bReach awareness In Cybersecurity Incident hAndling.

03. AI-driven surveillance to detect dangerous goods sold online

DG GROW’s Proactive WebCrawler is an AI-driven system used to detect dangerous and non-compliant products sold online. Using data mining, natural-language processing, and large-language-model (LLM) analysis, the system scans commercial websites and detects risk-related keywords. Developed to support the Market Surveillance Authorities of Member States, the system is currently used by 1,300 inspectors across the EU. WebCrawler improves inspection capacity to strengthen consumer protection and support fair competition within the Single Market.

04. Making the EU’s administrative values more accessible

The project Open Administration through Evidence-Based and Inclusive Practice, within DG RTD, aims at making the EU's administrative values - fairness, transparency, equality and inclusion - more accessible and understandable to citizens. It used public information and ethical, human-supervised AI techniques to create practical learning tools, visual maps, and bilingual guides that explain complex administrative principles and strengthen public trust in the EU.

05. Youth Policy Dialogues: Young people engaging with EU Commissioners

Youth Policy Dialogues give young people from Europe a direct channel to engage with European Commissioners on EU policymaking. Over 500 young people from diverse backgrounds have shared their perspectives and proposals with Commissioners, informing initiatives such as the Cultural Compass and the Action Plan against Cyberbullying. By making sure their voices are heard at the highest level of decision-making and followed up on through concrete actions, these discussions ensure young people’s input has a meaningful impact.

06. AI Act Correspondent Network

The European Data Protection Supervisor introduced the AI Act Correspondent role to ensure the responsible implementation of the EU's AI Act within EU institutions. The new role complements the legally established Data Protection Officer position, focusing on AI-specific risks, compliance, and ethical considerations. The AI Act Correspondent Network further strengthens harmonisation and the sharing of best practices across all EU institutions, safeguarding EU citizens' rights and interests in the era of artificial intelligence.

07. Al Regulatory Sandbox

The European Data Protection Supervisor has launched the AI Regulatory Sandbox pilot project to help EU institutions prepare for the implementation of the EU AI Act. 08. Just Transition Platform - diversity and inclusion in EU regions

The Just Transition Platform helps communities in EU regions that rely heavily on coal mining or polluting industries to transition towards a decarbonised economy. The Platform promotes diversity and inclusion through various activities such as providing toolkits and organising working groups to ensure that the needs of vulnerable groups are also considered in transition areas. It involves a wide range of stakeholders from local authorities to trade unions, aiming to create a more just and sustainable future for all.

09. Cyber Defenders: Building digital resilience through a Roblox game

Through the development of a Roblox game, Europol created an accessible and interactive experience to help children build digital resilience. Thanks to an immersive game environment where players become ‘Cyber Defenders’, the project educates young people on safe online behaviour and critical thinking. The use of a popular platform where the hard-to-reach young audience are already present demonstrates how EU institutions can responsibly use emerging technology to improve outreach, trust, and citizen engagement.

10. European Digital Education Hub - Community for digital education experts

The European Digital Education Hub (EDEH), co-created by DG EAC and the European Education and Culture Executive Agency, is a large online community of education professionals from all over Europe. The platform offers webinars, working groups, and community workshops, where members can share good practices and discuss ideas addressing themes such as AI in education, the future classroom, and wellbeing in digital education. EDEH ensures bottom-up participation that informs Commission policies and guidelines.

11. Roadmap towards an inclusive workplace for people with disabilities

The European Court of Auditors has developed a ‘Disabilities Roadmap’ to create a more inclusive workplace for persons with disabilities. Based on internal reviews and accessibility audits, the roadmap sets out concrete actions to remove physical, digital, and attitudinal barriers, while promoting accessible infrastructure and inclusive communication. The roadmap is accessible to the public so that it not only benefits employees of the EU institutions but also EU citizens more broadly.

12. fAIr@JUST: Better service for EU citizens via AI-driven policymaking

DG JUST organised the fAIr@JUST event to showcase the transformative potential of AI in enhancing the delivery of public services. Through interactive workshops, the project supported a broad group of DG JUST staff by demonstrating how they can use AI responsibly in tasks such as handling complaints, answering parliamentary questions, and preparing briefings. The initiative led to the creation of an AI Community of Practice that identified transferable use cases and created a scalable peer-learning model that other institutions could reuse to deliver more effective administrative services across the EU.

13. Ensuring fair and transparent access to Horizon Europe work programmes

To address unequal access to information, prevent leaks, and promote transparency, DG RTD made the draft texts of the Horizon Europe work programme publicly available. By disclosing the texts in the Comitology Register, the initiative improved fairness, simplified processes, and increased stakeholder satisfaction. The success of the initiative is demonstrated by over 40 thousand downloads in five months, positive feedback from stakeholders, and an improved citizen experience, which ultimately benefits the EU's research and innovation community.

14. The European Day of Persons with Disabilities

The European Day of Persons with Disabilities is an annual event of the European Commission bringing together policymakers, civil society, and persons with disabilities to make progress on disability rights. The conference, held in partnership with the European Disability Forum, ensures that the voices of persons with disabilities are heard and integrated into decision-making. It also features the Access City Award, which recognises and rewards EU cities that excel in accessibility. This fully accessible event is guided by the principle of "nothing about us without us" to promote the EU's commitment to disability rights.

15. Diversity initiative to connect youth to maritime careers

Maritime careers are vital yet struggle to attract young people, especially women and the LGBTIQ+ community. EMSA has developed an initiative to promote diversity and inclusion in the maritime sector by introducing children to maritime and sustainability concepts, showcasing career paths for teenagers, and supporting young adults through traineeships and job fairs. EMSA aims to build a diverse and sustainable talent pipeline for the sector, encouraging underrepresented groups to pursue maritime careers.

The Taskforce on Startups and Scaleups brings together 25 Commission services and Europe’s startup community to develop and implement the EU Startup and Scaleup Strategy. Through an innovative cross-service structure and continuous dialogue with founders and investors via the European Startup and Scaleup Forum, the Taskforce has significantly improved how the Commission interacts with Europe’s startup community, delivering open, participatory policymaking and more coherent EU action for startups and scaleups.

17. Positive action programme to recruit contract agents with disabilities

The European Parliament runs an annual positive action programme to recruit contract agents with disabilities. This pioneering programme was launched in 2015 and is now a key inclusion measure in line with the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD). 18 people have been recruited in the past three years. The interest in the programme is high and recruits have a high retention rate. As a result of the success of the programme, other institutions are considering setting up similar programmes.

18. Travelling exhibition on the benefits of the EU Single Market

The Single Market Tour was a travelling exhibition designed by DG GROW to raise awareness about the benefits of the Single Market among EU citizens. The project aimed to provide an immersive and interactive experience to EU citizens that helped them discover how the Single Market impacts their lives. The tour visited 44 cities in 24 countries between 2023 and 2024, engaging almost 30,000 visitors and potentially reaching over 30 million people online through social media and publications.

19. Delivering transparency on time

20. European Youth Week 2024: Voice Your Vision

European Youth Week 2024 brought institutions, stakeholders, and over 1.8 million young people together to promote youth engagement, active citizenship, and democratic participation ahead of the 2024 European elections. Through a kick-off event, an exhibition, a DiscoverEU call and meet-up, Youth Policy Dialogues with commissioners, and more than 2000 activities organised across Europe, the event empowered young people to engage in public life, discover opportunities, and shape Europe's future.

21. One Health, One Voice: EU Agencies on Instagram

The OneHealth_EU Instagram channel is a joint social media initiative by several EU agencies aiming to communicate science in an engaging, trend-driven way. The initiative meets citizens and especially younger audiences where they are: on social media. By using visual storytelling and relatable content, the Instagram channel makes complex health, environmental, and safety topics accessible, advancing trust and awareness of EU actions that protect people, animals, and ecosystems.

22. Citizens’ Panels: Embedding deliberative democracy in EU policymaking

European Citizens’ Panels are a democratic innovation embedding citizens’ perspective into EU policymaking. Each panel brings together 150 randomly selected citizens from all 27 Member States to discuss key policy challenges in small groups and in plenary sessions. This is complemented by an online debate open to the public. Citizens’ recommendations feed directly into Commission initiatives, strengthening inclusiveness, transparency, and trust in EU decision-making.

23. Encyclopedia of the New European Bauhaus

Comprising three volumes and over 1,500 pages written by a diverse team of 44 contributors, the New European Bauhaus (NEB) Encyclopedia documents the wide range of projects and initiatives that have emerged since the NEB’s launch in 2020. The Encyclopedia was co-created by EU staff, students, and young professionals from various backgrounds.

24. On a quest for facts: a fact-checking game

The game ‘On a quest for facts’ was created by the Publications Office of the European Union to help young people learn and practise fact-checking skills with EU data and information. The classroom activity centres on a fictional social media post and requires students to investigate false claims using the help of engaging characters. The game is available in multiple languages and has been praised by teachers for promoting media literacy, critical thinking, and informed citizenship among young EU citizens.

25. Ensuring the European Social Fund+ reaches those most in need

DG EMPL introduced a flexible verification approach in the European Social Fund+ for determining the eligibility of disadvantaged groups. 26. Unlocking EU projects’ policy potential through AI and human insight

EACEA launched a pilot initiative blending human expertise with AI to better utilise the results of the thousands of citizen-focused projects that the EU funds yearly. The project, which involved cross-agency collaboration, developed essential prompts, tools, and guidance, resulting in timely, cross-programme policy insights tailored to policymakers' needs. The project reduced the production time of policy inputs from six months to one while preserving their quality. The initiative enhances citizen experience by integrating EU-funded projects’ achievements, often driven by civil society, into policy development.

27. Caring for those who care: a forum for EU workplace mediators

The EEAS launched a platform for workplace conflict and interpersonal mediation among EU diplomatic services to promote a resilient workforce. While diplomatic services face similar internal challenges, there was previously no forum to learn from one another. EEAS’ initiative addressed this issue by bringing together professionals from EU Member States' Ministries of Foreign Affairs and EU institutions to share experiences, build trust, and discuss common challenges.

28. EU Institutional LLM: a sovereign multilingual AI model

‘EU funding & me’ is the first European Commission app bringing EU funding opportunities closer to people. Designed around user needs, the app makes funding simple to explore and easy to follow – allowing people to search, track, and share opportunities, or explore EU-funded projects on an interactive map. Since its launch, the app has been downloaded more than 100,000 times and has reached users in over 170 countries, and received positive feedback for saving time and simplifying complex processes, demonstrating the Commission's commitment to open, citizen-focused administration and digital innovation.

30. Celebrating 40 years of Schengen: Freedom and Security

A joint campaign by DG COMM and DG HOME marked 40 years of the Schengen Agreement, a core symbol of European unity. It reminded citizens of the practical benefits of free movement – easier travel, study, work, and business – and engaged young creators to showcase these advantages in videos filmed at iconic EU borders. The campaign reached millions of people and sparked engagement across the EU. By sharing personal stories, it made EU values tangible and helped citizens, especially young people, appreciate the freedom and security cooperation of the Schengen Area.

31. DiscoverEU Inclusion Action – Opening Europe to all young people

The DiscoverEU initiative is an Erasmus+ program that offers 18-year-olds a free rail pass to explore Europe's cultural richness. In 2022, it was expanded with the DiscoverEU Inclusion Action that provides targeted support to young people with fewer opportunities, including those facing disabilities, health issues, economic hardship, discrimination, cultural or educational barriers, or geographical isolation. Since its launch, this specific action has enabled over 4 170 participants to travel, learn, and discover Europe.

32. Community management of Commission social media accounts by DG COMM

DG COMM has established a network of skilled community managers to facilitate authentic communication with citizens and counter the spread of misinformation on social media. With a community manager in each Member State, citizens can also use social media to ask questions and receive accurate information in their own language. The network has increased online engagement and played a crucial role in combating AI-driven disinformation to strengthen public trust in the EU.

34. EU Local Councillors Network – Bringing Europe closer to citizens

The EU Local Councillors Network brings together over 3,000 regional and local elected representatives to help communicate EU policies and opportunities to citizens as well as to strengthening dialogue between citizens and EU institutions. Jointly managed by the European Committee of the Regions and the European Commission, the Network is an example of interinstitutional cooperation and efficient use of resources. The Network has already facilitated various study visits, webinars, and outreach events, and has plans to expand further in 2026.

35. European Climate Pact: Citizens Driving Europe’s Climate Action

The European Climate Pact is a participatory initiative designed to engage citizens and civil society in Europe's climate transition. 36. Timely and transparent management of the Erasmus+ programme

37. Clearer, faster, and smarter answers and explanations to citizens’ enquiries

The European Central Bank's public enquiries team brought EU citizens closer to the institution by replying to enquiries in a clearer and faster manner through modern, user-friendly tools such as a chatbot, a webform, a Customer Relationship Management (CRM) platform, a machine translation tool, and a toll-free number. As part of this process, the team leveraged AI to improve the information it provides to citizens.

38. Building a positive job candidate experience

The General Secretariat of the Council launched an Employer Branding Action Plan to provide transparent and accessible insights into careers at the Council. Frontex has taken coordinated measures to increase its openness to citizens. It has adopted a variety of policies to improve transparency such as more proactive publication of documents, faster registration of access to documents requests, and the immediate publication of documents made available following access requests. The Strategy, Governance, and Transparency Unit behind the project has also organised trainings on transparency obligations for colleagues and developed a knowledge platform for staff on access to documents.

Euro banknotes are one of the most tangible symbols of European integration. The European Central Bank is giving these banknotes a fresh look, with both citizens and experts actively involved in the redesign. Citizens participated in a public consultation to select a theme, and professional designers and experts are working with the Bank on new, eco-friendly, and accessible designs with cutting-edge security. The goal is to create banknotes that symbolize Europe's diversity and cultural heritage, strengthening the bond between citizens and the EU institutions.

41. Their Voices, Our Europe: Involving children in EU decision-making

The EU Children’s Participation Platform supports children's rights by providing opportunities for them to express their opinions and contribute to the development of policies that affect them. The platform includes 97 organisations in 25 Member States and children have already contributed to key EU policies on topics such as child protection, cyberbullying, and poverty reduction. The platform is a safe space for children to have a voice in EU decision-making, build intergenerational understanding, and develop their knowledge and skills in democratic participation.

42. EU Law Tracker: interinstitutional website for following the legislative process

The EU Law Tracker is a website launched by the Parliament, Council, and Commission to improve transparency and access to information on the EU law-making process. It allows citizens and stakeholders to follow EU legislative proposals from beginning to end in one single place. By offering a timeline of events and direct access to documents from the institutions, it promotes informed participation and contributes to a more transparent and citizen-oriented EU administration.

43. European Citizens’ Panel on intergenerational fairness

The European Commission organised a European Citizens’ Panel on intergenerational fairness where 150 randomly selected EU citizens discussed how to make the EU fairer for current and future generations. Over three weekends, participants agreed on 24 recommendations, covering areas such as education and European identity, and addressing long-term risks linked to artificial intelligence and climate change. The recommendations were submitted to the EU’s Commissioner for Intergenerational Fairness to help shape the Strategy on Intergenerational Fairness.

44. #BeActive campaign: encouraging everyone to move more and scroll less

The #BeActive campaign encourages people of all ages and backgrounds to embrace a more active, healthier lifestyle. Through thousands of citizen-driven events each year, people of all ages, abilities, and backgrounds are encouraged to swap screens for movement, strengthen wellbeing, build community, and foster a shared sense of belonging rooted in EU values. The initiative, which culminates in the European Week of Sport, has so far spanned 42 countries, reached over 103 million participants, and generated 353,000 events since its launch in 2015.

45. Curia WebTV, a TV platform bringing EU Justice closer to citizens

Curia WebTV is a new audiovisual platform launched by the Court of Justice of the European Union to bring EU justice closer to citizens. The platform offers multilingual programmes, including live broadcasts, educational series, and behind-the-scenes interviews, to explain the Court's activities and case law. The platform provides high-quality audiovisual material for citizens, educators, and the media, promoting a better understanding of European justice and its impact on daily life.

46. #GetScreenedEU, a campaign to raise awareness of cancer screening

The #GetScreenedEU campaign aimed to increase participation in cancer screening programmes for 40-60-year-olds across Europe, particularly among disadvantaged groups. The campaign, which ran in eight countries with low screening uptake, used a multilingual web hub, media advertising, and local partnerships to raise awareness and encourage people to get screened. With a tailored approach to each country's context and cultural norms, the campaign reached over 10 million people, improving public health and trust in the EU's role in protecting citizens' health.

47. #BeInclusive EU Sport Awards: championing inclusion through sport

The #BeInclusive EU Sport Awards recognise and celebrate grassroots projects that utilise sport and physical activity to promote inclusion, equality, and social cohesion across Europe. By providing EU-level recognition, the Awards amplify the projects' visibility, support cross-border exchanges, and open opportunities for partnerships and funding, enabling initiatives to extend their impact.

48. EASE: improving transparency and access to Commission documents

The Electronic Access to European Commission Documents (EASE) system is a digital solution that improves transparency and access to documents. The system consists of a public portal for citizens to request and track documents and an internal management system for Commission staff to process requests. Since its launch in 2022, EASE has been making it easier for citizens to exercise their right to access documents, while also reducing administrative burden and increasing predictability.
